A major investor-owned utility reviews about 400,000 vendor invoices a year by hand, checking each one against the master agreement, contract, and purchase order behind it. Every review takes 20 to 30 minutes and is the last line of defense against overbilling on a multi-billion dollar spend portfolio.

UE Labs ran a full discovery and design engagement. We held working sessions onsite with operations leaders and the people doing the work, walked the full process from end to end, and dug into the customer's SAP, contracts, and document systems to confirm how everything fits together.

The design we delivered treats each validation rule as a small, self-contained piece of data instead of buried code. Every rule says what to look at, what counts as a pass or fail, where to pull the reference data from, and when the rule applies. Rules snap together into flows that the system picks based on the type of contract and how the work is priced. A person always makes the final approve or reject decision.

Although the immediate request was invoice validation, the same engine works for any step in the procurement pipeline that needs a document or a record checked against a source of truth. Purchase requests, change orders, vendor onboarding, and goods receipts can all run through it once the rules are written. The design also makes the system something the customer can keep growing on their own. Once it is built, business users can add new checks, adjust existing ones, and assemble new flows through the interface without writing code or waiting on a development team.
